
Description of the Project:
The Shule Safi Project was a collaborative effort between UNICEF Kenya Country Office (KCO) and ziziAfrique. The primary aim of this project was to enhance the educational landscape in Turkana and Garissa Counties by developing and implementing an electronic grant management system. This system was designed to ensure the effective allocation and utilization of resources in 200 schools within these counties. Beyond resource management, the project also had the unintended but significant outcome of promoting leadership practices among school head teachers.

Project Achievements:
- Effective Resource Management: The project successfully developed and implemented an electronic grant management system that streamlined the allocation and utilization of resources in the 200 schools. This contributed to improved transparency and accountability in resource handling.
- Promotion of Leadership Practices: The Shule Safi Project, in an unintended but beneficial way, fostered leadership practices among school head teachers. The leadership training and capacity-building sessions empowered head teachers to take on more effective roles in school administration.
- Checks and Balances in Disbursements: The project introduced checks and balances in the disbursement of funds to minimize waste and enhance prudent usage. This was achieved through the development of a grant disbursement and balance tracking tool, MOUs between ziziAfrique and the schools, and the disbursement of both the first and second tranches of funds to all project schools.
- Tech-Based Monitoring System: A technology-based monitoring system was established to monitor the effective and efficient usage of funds. Field assistants were selected and trained, the geo-coordinates of schools were obtained, and monitoring visits were conducted. A virtual learning platform through WhatsApp was also created to facilitate peer exchange.
- Opportunities for Learning: The project facilitated learning opportunities and the exchange of ideas between grantee schools. This was achieved through introductory meetings with district education officers (DEOs), communication with sub-county education officers, leaders’ meetings to enhance peer exchange, and the creation of a virtual learning platform for field assistants.
- Evidence-Based Documentation: The roll-out of the program was documented through evidence-based means. Field assistants were trained in still photo shooting, and visual documentation of the project’s progress was initiated, capturing the before, during, and after phases.
Challenges Faced:
- Resource Constraints: Limited resources posed challenges during the project’s implementation, potentially affecting the scope and scale of the intervention.
- Time Constraints: The project had to operate within a specific timeframe, which may have limited the depth of impact that could be achieved.
