  • Project Evaluations: Baseline, Midline, and Endline Evaluation of I Choose Life Africa Jielimishe Girls Education Challenge

Duration:

  • Ongoing (2018 – 2023)

Partnership:

  • ziziAfrique is the External Evaluator for I Choose Life Africa’s Jielimishe Girls Education Challenge Transition (GEC-T) Project.

Overview:

  • The main objective of the project evaluations is to systematically collect data and assess the delivery, effectiveness, efficiency, relevance, appropriateness, compliance, Value for Money (VfM), and impact of the Jielimishe Girls’ Education Challenge Transition (GEC T) Project. These evaluations aim to provide valuable insights that will inform improvements in project delivery, ensure accountability for funding, and influence policies and practices related to girls’ education.

Challenges:

  • The evaluations face potential external and internal risks that could affect the ability to complete a robust and rigorous Monitoring, Evaluation, and Learning (MEL) strategy. Mitigation strategies have been developed to address these risks.

Lessons Learned:

  • The project has highlighted the importance of conducting evaluations at various stages, including baseline, midline, and endline, to assess progress and make informed decisions. It underscores the significance of involving all relevant stakeholders in the evaluation process.

Conclusion and Recommendations:

  • The evaluations will provide critical data and findings that can guide improvements in the project’s implementation. Recommendations and lessons learned will be shared with project management, partners, and stakeholders for informed decision-making.

Additional Information:

  • The results and reports of these evaluations will be made publicly available to ensure transparency and accountability. Specific data from the evaluations will also be shared at relevant conferences and workshops to contribute to the broader discourse on girls’ education and project impact.

Overall Monitoring and Evaluation Approach:

  • The project employs a robust 5-year Monitoring, Evaluation, and Learning (MEL) plan to assess its effectiveness. This includes baseline, midline, and endline evaluations, allowing for comparisons and measuring progress over time.

Evaluation Principles:

  • The evaluations are guided by key principles, including independence, transparency, confidentiality, quality, professionalism, and utility. These principles ensure the integrity and relevance of the evaluation process.

Sampling Framework:

  • A sample cohort of approximately 3,500 girls from both the intervention and comparison groups is being tracked longitudinally. This enables the establishment of causal relationships and reliable inferences. Efforts are made to address attrition through tracing and imputation methods.

Project Background:

  • GEC-T is a five-year project (2017-2022) funded by DfID and implemented by a consortium of I Choose Life Africa and SoS Children’s Villages. It operates in 60 selected schools, both primary and secondary, across Mombasa, Meru, and Laikipia counties. The project aims to improve the life chances of marginalized girls, providing holistic education and eliminating barriers to learning.

Key Project Outcomes:

  • The project focuses on achieving three main outcomes: improved learning for marginalized girls, successful transitions through education pathways, and enhanced sustainability in the quality of learning and transition.

Intermediate Outcomes:

  • To achieve these outcomes, the project emphasizes intermediate outcomes, including improved teaching quality, enhanced attendance, increased motivation, stronger community support, and improved education management and governance. These outcomes contribute to the overall success of the project.
